With less than three months to go before the official deadline set by US Congress for new rules to be completed under the Dodd-Frank financial reform act, there is still much uncertainty about what to expect. In our discussions with leading market participants and regulators we find widespread concern about the new rules' potential impact and possible unintended consequences.
