Former Tarp special master doubts limits will change compensation behaviour

Restrictions on compensation at US institutions that were bailed out under the Troubled Asset Relief Program (Tarp) in 2008 and 2009 were little more than a "sideshow" and will never be enforced at other financial institutions, according to the man responsible for administering the pay caps.
