RBS review heralds tighter focus on small business lending

The news of a regulator-ordered review of RBS's lending shows that the FCA plans to tighten up oversight of treatment of small businesses as well as retail customers

The UK Financial Conduct Authority (FCA) has ordered a "skilled person" review of lending to small businesses by Royal Bank of Scotland, in a week that saw the release of two damning reports on the bank's behaviour towards its creditors.

The review, also known as a Section 166 review (after the part of the 2000 Financial Services and Markets Act enabling it), will examine allegations that RBS deliberately pushed its borrowers into default in order to profit from fees, higher margins and the sale
