The founder and chief executive of Citadel, the Chicago-based asset manager and market-maker, blames dealer lobbying for the slow implementation of the Dodd-Frank Act’s rules on clearing, and the correspondingly slow adoption of client clearing services, through which dealers will provide access to central counterparties (CCPs) for non-member firms.
