The passing of the Dodd-Frank Act by the US Congress last July may have heralded the end of roughly 12 months of back and forth on Capitol Hill, but it marked the start of a frantic year of in-depth rule-making by US regulators. For market participants, it also opened a small window of opportunity to sway opinion and influence how the rules are drawn up.
