Major energy and commodities end-users could be among the worst hit if US and European regulation does not stipulate exemptions from a range of financial market reforms. The recession hangover, market price volatility and new bills to tackle climate change, all add to the mix of issues end-users will have to overcome to survive.

In the US, July saw the passing of the Dodd-Frank Wall Street Reform and Consumer Protection Act, giving regulatory authority for the over-the-counter derivatives (OTC)
