Constellation NewEnergy appoints VP

Business development Constellation NewEnergy (CNE), a subsidiary of Constellation Energy, has named Martha Duggan vice president of business development for the mid-Atlantic region.

Prior to being appointed to her new position, Duggan served as vice president, regional government and regulatory affairs for CNE, responsible for the oversight of the company's regulatory and legislative advocacy for the several regions of the US.

Duggan brings 25 years of energy industry experience to the position, having worked in deregulated energy markets since the late 1990s for a variety of commercial and industrial marketing firms.

Deloitte energy partner appointed adviser to UK government committee

Ross Howard (pictured below), partner in Deloitte's energy, infrastructure & utilities group, has been appointed as an expert adviser to the House of Lords Select Committee leading an inquiry into the European Commission's Green Paper on Energy Policy.The Lords Sub-Committee conducting the inquiry, chaired by Lord Woolmer of Leeds, will take evidence from energy producers and intensive users, the government and the energy regulator, and is due to report its findings before the summer recess.

Fjetland joins ACM/GFI

ACM/GFI has appointed Alf Fjetland as a senior shipping derivatives broker, based at its London office. Fjetland will be focusing on tanker options and product freight.

Fjetland was formerly at PF Bassoe - a Norwegian physical and financial broker - where he spent the last two years working in freight options.

Pacific Ethanol appoints chief operating officer

Pacific Ethanol has hired John Miller as its chief operating officer. Miller joins from Calpine, where he was senior vice president of central services.

Since his arrival at Calpine in 2001, Miller managed the build-out of more than 20 major power projects valued at over $6 billion, oversaw the key human resources and safety programs and subsequently led Calpine's strategy to centralize its power plant and corporate activities.

Sovereign appoints president

Sovereign Oil & Gas, a Houston-based upstream project developer, has hired Bill Murray as president. Murray joins from China's CNOOC SES, where he was executive vice president and general manager.
