The prospect of an emissions trading scheme in Rio de Janeiro has suffered a setback following a delay in the signing of a decree that would have allowed work on the scheme to get under way.

Sérgio Cabral, state governor of Rio de Janeiro, was meant to sign the decree on Wednesday, paving the way for the launch of the first emissions trading scheme in Latin America. The scheme would initially have been limited to the state of Rio de Janeiro, but some observers thought it could expand further.
