Britain's retail conundrum - will Everyman get a foot in the rich man's door?

The UK Financial Services Authority is looking to match its European neighbours by considering onshore hedge funds for retail access. But will anyone come to the FSA's party?

If recent posturing by the UK's Financial Services Authority (FSA) has not gone as far as actually opening the door to the creation in the UK of onshore funds of hedge funds (FoHFs) that can be marketed to British retail investors, the regulator seems, at least, to be peering through the keyhole.

"We do not consider it sensible to prevent the creation in the UK of FoHFs which can be marketed to the retail investor," said the FSA in a feedback paper in March. However, whether or not FoHF managers
